Stated-Preference Discrete Choice Experiment (SPDCE): Between May and June 2025, 804 gamblers were surveyed on how they would reallocate a hypothetical £50 monthly budget no longer spent on gambling across seven major spending categories. Input-Output (IO) economic modelling: Using 2022 UK Input-Output tables, researchers calculated both direct and indirect sectoral impacts resulting from changes in spending patterns. The study did not account for potential improvements in health, wellbeing, or productivity, nor did it consider supply-side benefits arising from reduced gambling-related harm—factors that could further enhance economic outcomes. Net loss amounts to just one-sixth of the white paper's projection According to their analysis, only around £134 million—approximately 16% of the total £812 million projected reduction—resulted in a net decline in UK output after factoring in redirected consumer spending. The most common spending reallocations were toward essential goods and services, including food, drink, household shopping, home and personal items, as well as increased savings or debt repayment. However, if some consumers shifted their freed funds toward unregulated or illegal gambling markets, the net economic loss would rise substantially. For instance, an 8% diversion to unlicensed platforms would increase the net loss to £189 million (23% of the gross loss), while a 27% shift would push it up to £317 million (39% of the gross loss). Online gambling—which accounts for the majority of the sector’s GGY—has relatively lower domestic economic multipliers due to offshore supply chains. Reducing the assumed multiplier for the gambling sector by just 9–10% would eliminate the net loss altogether, potentially leading to a slight overall economic gain. “We examined how people who gamble indicated they would adjust their spending if these reforms were implemented, and then modelled the wider economic implications,” said Katherine Simpson, lead researcher from the University of Glasgow. “What we discovered is that most of the money doesn’t vanish—it gets redirected elsewhere, meaning the overall economic impact remains quite limited.” Behavioural insights Beyond economic modelling, the study also explored behavioural aspects. The SPDCE participant group was younger and more likely to be employed, with a higher prevalence of problem gambling (37% scoring within the problem-gambling range compared to 8.6% in the general survey sample). Despite this, preferences for reallocating spending remained consistent regardless of gambling severity. According to figures from UK-based charity GamCare, nearly 2,000 individuals sought financial advice related to gambling issues in 2025. Regarding unlicensed gambling, 73% of online gamblers stated they would not redirect their freed funds toward unregulated operators, with only 8.5% consistently choosing that option across experimental scenarios. This follows reports from the UK Gambling Commission indicating that illegal gambling activities have become harder to monitor due to increased use of virtual private networks (VPNs). Data from Ofcom and app analytics firm Similarweb shows a spike in VPN usage beginning July 2025, stabilizing at approximately 40% above pre-July levels. This comes after an investigation that found over 500 violations of the country’s self-exclusion regulations. Multiple violations identified The ACMA launched its investigation after receiving seven consumer complaints and conducting an internal review of 50 BetStop-registered customers. ACMA discovered that Entain opened accounts for and offered betting services to people registered with BetStop—the National Self-Exclusion Register (NSER). It also found the parent company had neglected to close accounts belonging to customers who had self-excluded. The violations included: Entain created four new betting accounts for customers already on the NSER. Over 59 separate days, Entain offered interactive licensed betting services to NSER-registered individuals. Three accounts weren’t closed “as soon as possible” after customers self-excluded, leading to 449 separate violations of subsection 61MB(5)—each day the accounts stayed open counted as a breach. Under Australian rules, betting providers are required to close registrants’ accounts as soon as possible once they sign up for BetStop. Beyond account management issues, the investigation also revealed Entain sent 23 regulated electronic promotional messages that didn’t include required BetStop-related content. Self-excluded people still able to place bets ACMA member Carolyn Lidgerwood said: “Entain’s systems didn’t properly identify and connect all betting accounts held by these customers across its platforms—including one account that stayed open for over a year after the customer self-excluded.” The investigation found a customer who signed up for BetStop in August 2023 was able to open two new accounts in May 2024—right after Entain’s system verified the person was still registered. Another person who self-excluded in September 2023 kept betting on one of their two linked accounts for more than 10 months; Entain only closed the account it was aware of. “When people sign up for self-exclusion, there should be no way for them to open new accounts for licensed betting services in Australia,” Lidgerwood stressed. After ACMA’s investigation, Entain announced system improvements. These included rolling out a “single customer view” to merge customer accounts across its brands, increasing the frequency of “account washing” to hourly cycles for active accounts, and updating electronic promotional messages to include required BetStop content. Instead of issuing an infringement notice, ACMA accepted Entain’s detailed commitment. This agreement requires an 18-month court-enforceable independent review of the company’s compliance systems and procedures, plus an obligation to put any recommended changes into practice. Account suspension required within 3 days If the system returns the message “Ineligible – Novo Desenrola Brasil Programme” during the first daily login, the operator must suspend the account within three days of the query date. Prior to suspension, the operator must notify the user of the reason for the action, allowing the user to withdraw any available funds. If the bettor does not withdraw the funds voluntarily, the bookmaker must refund the amount within two days by transferring it to a deposit or payment account registered by the customer on the platform. Mandatory communication with the customer Operators must document all interactions with the user, including the date, time, channel used, and message content, and retain this data for at least five years.
