(AsiaGameHub) – On Tuesday, Puerto Rico’s gaming regulator, the Comisión de Juegos del Gobierno de Puerto Rico, announced its participation in the National Voluntary Self-Exclusion Programme (NVSEP).
This integration, scheduled to commence in June, will establish a centralized system enabling residents to voluntarily ban themselves from engaging with multiple licensed gambling operators across all local jurisdictions.
Puerto Rico has experienced continuous growth in its regulated gaming sector, which now includes land-based casinos, licensed sports betting, and various other regulated gambling activities.
Centralised self-exclusion model
The NVSEP was initially launched in 2024 as a cross-state platform designed for operators and regulators throughout the US. It is currently active in California, Wyoming, Colorado, Nebraska, Iowa, Wisconsin, Michigan, and Louisiana. Puerto Rico is set to join this initiative later this year, with Massachusetts to follow.
According to the press release, self-exclusion processes were previously fragmented, requiring players to seek individual exclusions for each operator or territory, which often led to confusion and reduced participation in the program.
However, the NVSEP’s centralized approach directly addresses this complexity by consolidating enrollment and compliance procedures.
The system allows individuals to restrict their access to casino venues, sports betting websites, and other regulated gaming services through a single online application.
Juan Carlos Santaella Marchán, executive director of the Puerto Rico Gaming Commission, stated: “This alliance reinforces our public policy efforts to maintain a secure, highly regulated gaming industry built on responsible gaming practices. Our objective has consistently been to offer accessible tools and resources to anyone seeking assistance with gambling-related issues.”
He further noted that the initiative aligns with ongoing educational campaigns focused on responsible gaming and reaffirmed the commission’s commitment to consumer protection.
Partnership with idPair
The platform was developed by idPair, a technology firm specializing in cross-jurisdictional exclusion lists. Jonathan Aiwazian, CEO of idPair, commented: “The platform will simplify self-exclusion for individuals while streamlining processes for operators.”
idPair’s platform facilitates data exchange between jurisdictions, enhancing regulators’ ability to coordinate enforcement actions and improving operators’ compliance management.
Puerto Rico joins the self-exclusion surge
Self-exclusion programs are increasingly becoming a global trend. Brazil introduced its own program at the end of last year, with the launch of its self-exclusion system being part of the SPA’s 2025-26 regulatory agenda, which was outlined in April 2025.
Digital systems like the NVSEP are gaining favor due to their enhanced accessibility and reduced administrative burdens, as they eliminate the need for multiple registrations. Portugal recently updated and centralized its self-exclusion portal to improve usability and accessibility.
The Puerto Rico Gaming Commission views this integration as a step towards modernizing regulatory oversight while prioritizing consumer protection. Operators currently using idPair’s services in other regions can easily integrate NVSEP data, while others may be required to opt in to receive and implement self-exclusion information as part of their compliance frameworks.
Although the NVSEP launch is slated for June, the commission has not yet disclosed the number of operators committed to participating from the outset.
